The answer is at present the human brain is and always will be superior, regarding to the fact it is able to THINK independently. A computer can never achieve the learning power of the human brain as it is able to only work with the rules it is programmed with.

There are computer programs today, that do not use neural networks, that have rules that make money and neural networks do not have any advantage at all.
